    This document is a summary of feedback provided by multiple individual reviewers from the Office of Planning and Assessment staff and the newly formed University Planning Advisory Group, which is made up of faculty, staff, and administrators from across the Penn State system.

    This information is shared to highlight key points and additional detail. Questions were asked around progress, notable highlights, connections to the institutional strategic plan, and areas of growth and opportunity. The intent is to provide groundwork for a continued conversation around strategic planning in your unit and is a tool to consider as the unit moves forward.

     Group 1 questions and feedback:

     1)      From the feedback document given to each unit in 2017, did the units seem to address feedback on their progress of their unit plans?

    The College of Education incorporated feedback from its 2017 report.  Feedback focused on hiring the right people and developing measures of success for its multiple Centers.  For example, the Center for Education Disparities Research is directed by Dr. Paul Morgan and increased extramural funding by 40% to $1.7M.   Identify the right leaders for the other initiatives, including Centers, along with outcome measures should remain a strategic priority.  For example, SCOPE 2.0 was successfully implemented and now the opportunity is to track its outcome.

     2)      Did they address feedback related to diversity and inclusion efforts?

    Diversity and Inclusion could be more prominently elevated but are present significantly in activities and initiatives.  Examples include SCOPE 2.0, the Hazleton Community Center/STEM lab, and Center for Advancement of Equity and Civil Rights in Education.

     3)      How well did the successes of the units tie to the goals of the units? Please briefly describe.

     The College of Education ties successes of units to the goals of the units especially under the thematic priority of Transforming Education.

     4)      What areas of growth or opportunity would you identify for the unit moving forward?

    I would encourage the College of Education to continue to focus on outcome measures that demonstrate the success of their investments in faculty hires, new centers (e.g. Penn State Center, new initiatives (e.g. SCOPE 2.0 and Restorative Justice Initiative), and collaborations (e.g. with Bellisario College of Communications).    Think about the 2-3 key activities that will give the College of Education national and international prominence.

     Group 2 questions and feedback:

     1)      Are there clear connections between the unit plan progress and the institutional strategic plan? Please briefly describe.

     Yes. For each thematic priority, the report lists goals related to the thematic priority and key indicators to show progress for each goal.

     2)      Are there highlights or collaborations present that communicate to the strategic plan? Please pull these out, and describe how these highlights communicate to the specific part of the institutional plan.

    Transforming Education:  The new Penn State Center for Education Disparities Research (CEDR) has research published in high quality academic journals and received the attention of policy makers because of its visibility in the media (New York Times, U.S. News and World Report, Disability Scoop, Chalkbeat, and the Journalist’s Resource).  The director, Dr. Paul Morgan, was invited as an expert to present research findings to the U.S. Commission on Civil Rights.  Two new tenure line hires will add bench strength to the CEDR.  This is a substantial investment of College resources that will enhance research bearing on the alleviation of educational disparities, largely focused at the K-12 level. The dollar value of the College’s portfolio of sponsored research increased by roughly 40% during the past year and research connected to CEDR clocked in at $1.7 million in awards last year. 

    Enhancing Health:  Planning in place for Center for the Promotion of Mentally Healthy Learning Environments (funding not yet identified).  In process of securing a $300,000 gift that will name the existing CEDAR Clinic which provides mental health counseling services to Penn State students as well as to others and these funds will support graduate students studying counseling and related areas

    Stewarding Our Planet’s resources:  $5 million renovation project is underway with completion expected by the end of December 2018.

    Driving Digital Innovation:  Intensively utilizing the new Krause Learning Space and seeing strong connections between this space and the emerging Learning Sciences Initiative.  Partnering with the Bellisario College of Communications and other units to develop a new Institute for Immersive Experiences and see many points of contact with the Penn State Center for the Story and the new initiative in the Learning Sciences. 

     3)      How did they articulate the relationship between unit goals and specific initiatives? Please briefly describe.

     The update described progress made and key indicators for each unit goal. Good detail was provided for initiatives.

     4)      Has this unit made progress since unit plan implementation? Please describe. If this unit has not made significant progress, tie feedback back to original plan, track progress reports, and see if course adjustments also have indications of progress.

     Progress has been made as described in the highlights above and elsewhere in the report.  Good detail was provided for initiatives and metrics were included where available.
