Victoria Bokovskaya, director of international affairs and professor of economics at Moscow State University of Civil Engineering, is interested in cross-cultural research methods in education, leadership development, risk management and decision making. 

Oxana Draguta Oxana Draguta is a senior consultant at the Ministry of Education in Moldova.  She will focus her studies on educational management, education for sustainable development, and social and civic cooperation. 
Tatevik Gharibyan Tatevik Gharibyan is a senior specialist on policy development in higher education at the Ministry of Education and Science in Armenia.  She is interested in education policy and politics, data analysis, and educational research and innovation. 
Xinping He Xinping He, principal of BN Vocational School Sanya in Hainan, China, will focus her studies on educational leadership, teacher training, student affairs and U.S.- China cooperation. 
Mukherjee Kaoushikk Mukherjee Kaoushikk is the registrar of the Indian Institute of Information Technology in West Bengal, India.  He is interested in development and fundraising, internationalization of higher education and higher education administration. 
Shaheen Motala-Timol Shaheen Motala-Timol, quality assurance and accreditation officer at Tertiary Education Commission in Mauritius, will study quality assurance systems in higher education, science education, and emerging technologies in education. 
Mayda Romas-Aleman Mayda Ramos Aleman is the national advisor for English language teaching at the Ministry of Education in Cuba.  She is interested in curriculum development, applied linguistics and teaching English. 
Charles Tante Charles Tante, a teacher trainer and senior lecturer of curriculum studies in the Faculty of Education at the University of Buea in Cameroon, will focus his studies on education for refugee children and English language teaching. 
Que Tran Que Tran, administrator and MBA coordinator for the School of Business at the International University-Vietnam National University, will study educational leadership and policy; learning, design and technology; and international education. 
Kenan Zekic Kenan Zekic, associate professor and department head for visual arts at the International University of Sarajevo in Bosnia and Herzegovina, will focus on visual arts and new media, and design and technology in education.

The Humphrey Fellowship Program is a one-year non-degree program of combined academic and professional development opportunities. Humphrey Fellows Poster PresentationIt brings accomplished mid-career professionals from designated countries of Africa, Asia, Latin America, the Caribbean, and the Middle East to selected universities in the United States for public service, advanced study, professional training, and work-related experiences.

Penn State was one of 13 universities originally commissioned in the program. Now 15 universities nationwide participate.
