The Penn State/Muncy Tutoring Program started peer tutoring sessions at State Correctional Institution (SCI) Muncy in April of 2019. The SCI at Muncy is a medium/maximum security facility for adult female offenders.  It is located in the borough of Muncy, Lycoming County, approximately 18 miles east of Williamsport.

The Penn State/Muncy Tutoring Program was able to run the program on location until March 17, 2020. Since March 2020, the program has run remotely due to the pandemic. The program is comprised entirely of inmates who begin with individual interviews with the program coordinator. After sincere interest in the program is determined, tutors and learners take different tracks, either completing intake, orientation and testing sessions for learners, or tutor training for tutors.

The tutoring program is funded through a four year grant the Penn State Career Pathways Program received from the PA Department of Education. When the program is operating on site, it is designed so that trained tutors work with learners for two sessions a week, totaling three hours a week of tutoring. Participation in the program is voluntary and sessions are focused on the strengths and goals of the learner. While on site, the program served approximately 45 learners and had close to 45 available tutors. Remote administration of the program involves delivery of packets to interested inmates, who watch a 30 minute weekly video, complete the associated packet, and return it to the program coordinator for feedback. One-on-one tutoring does not occur while the program coordinator is not able to be on site.
