Biography

Kelly Rosinger is an assistant professor in the Department of Education Policy Studies and a research associate in the Center for the Study of Higher Education at Penn State University. She is also an affiliate at the Nudge4 Behavioral Solutions Lab at the University of Virginia. Her research focuses on the barriers students face going to and through college and the impact of policies and interventions designed to improve college access and success. She is a co-principal investigator on a large-scale outreach campaign that leverages insights from the behavioral sciences to help students apply for college and financial aid. Her work also examines how federal, state, and college admissions and financial aid policies influence access and success.


Kelly was previously an Institute of Education Sciences’ postdoctoral fellow in education policy at the University of Virginia. She earned a PhD in higher education and master’s degree in public administration and policy, both from the University of Georgia, and a bachelor’s degree in public relations from the University of North Carolina at Chapel Hill. She was previously an assistant director of undergraduate admissions at the University of Georgia.
